Yes. The default battlefield is 60 inches by 44 inches and every base is its real millimetre size, so a 32 mm base covers the same fraction of the table it would on wood. That is what makes a distance measured on screen mean the same thing at the table.
Playing on the Virtual Tabletop is free with a free account, and the Damage Calculator needs no account at all. Full Access is $4 a month with a 7-day free trial, or $33 once for lifetime access. No. 40 Carrot is an unofficial fan-made tool, not affiliated with or endorsed by Games Workshop. The built-in unit lookup provides unit names, base sizes, and current official points. Stat lines, weapon profiles, and abilities come only from profiles you entered or imported.
You do not have to pay to get reps in. The tabletop, measuring, dice, damage calculator, and army file import are free on any account, with no trial clock on them.
Free is enough to run the rep. Full Access is for keeping the work: the list you pasted, the deployment you built, the turn you want to replay, and the cards you print before an event.
